Albert Owen, the Labour MP for Ynys Môn, said last night:
"I’m not happy with Mr Cameron’s answer (on increased assembly powers) – he was asked a simple question about whether he supported a ‘Yes’ vote. He says he’s neutral, but I know that in his heart he’s against devolution."

There is a big difference between being neutral on devolution and neutral on the Union and what is in Cameron's heart is far less important than what is in his head.
Thinking unionists have come to understand that if you obstruct the desire of a dominion for more devolution, you are more likely to see the union break up than if you yield to it.
