"The number of people moving into Welsh-speaking areas now is dramatically lower than it was ten years ago – but the vast majority of people who moved in 10 years ago are still here, and the vast majority of them have not learnt to speak Welsh. It would be a remarkable shock if this year’s census did not reveal a further fall in the number of Welsh-speaking communities (whether that is defined as over 80% Welsh-speaking, over 70% Welsh-speaking, or whatever figure the Government feels will make the maps look less alarming) – and those numbers are already dangerously low. Without communities where Welsh is the natural language of the home, the street and the office, the increase in Welsh speakers in the rest of Wales is not sustainable – this is one of the points that Joshua Fishman makes in his seminal Reversing Language Shift (Clevedon, Multilingual Matters, 1991)."
