It's a bit strange to help set up a review and then to run away from expressing an opinion...

The Scottish Conservatives are refusing to give evidence to an official review of devolution over fears of 'boxing in' David Cameron if he becomes Prime Minister.

...or fears that the split in the party between the ultra-devolutionist hierarchy and the Unionist grassroots would be further exacerbated?
