The Tories have moved to disown a report by a Conservative-leaning think tank claiming northern cities such as Liverpool are beyond revival and their residents should be relocated to the south east.
The timing of the report by the Policy Exchange - sometimes described as David Cameron's favourite think tank - could hardly have been more embarrassing as the Tory leader began on a two-day visit to the north west.
It argued that a mass internal migration was the only answer to a decade of failed efforts to concentrate regeneration cash on other parts of the country

Whilst right to suggest we can't just pump money into projects that don't work, suggesting everyone leave the North is boderline basketcase. Not too productive for the great leader as he tries to break the North.
