I'm not an expert but take something of a hobbyists interest in flag design and this is all wrong!!
For a start, placing anything on top of something else on the flag would suggest it was more important.
Bare in mind that when designing the Union Flag in 1801, the St Patrick's saltire had to be offset (see how the opposite ends don't actually line up and it's not centred on St Andrew's saltire?). The St Patrick's saltire bit is shifted down on the flagpole side (left in your image) so it's beneath the St Andrews cross in the upper-left quadrant. Having it centred on top of the white would give it seniority and Scotland was the older partner in the union.
Having the welsh dragon sit atop the St George's cross would present a similar problem.
On a related note, before 1801, an alternative to the current Union Flag design was sometimes used in Scotland, placing the St Andrew's saltire over the St George's cross.

Sheesh, I never so much thought had gone into it!
On that basis, it's going to be difficult to get the Dragon incorporated into the original, which I think is a pity.
