Many Westminster Bills now contain "fill in the gaps" clauses that hand significant powers – such as over the smoking ban – to Cardiff Bay. These are separate from the new system of Orders in Council, essentially legislative permission slips handed from Westminster to Cardiff Bay, introduced in May.
MPs have expressed concern that there is no means of scrutinising the bit-by-bit transfer of powers to the Assembly.
So, the Welsh Secretary is to give Welsh MPs the right to scrutinise the transfer of new powers to Welsh Assembly.
Devolution causing yet more layers of legislative bureaucracy and wasted MP time.
