Westminster still remains the key to addressing poverty

As promised a couple of days ago, that Joseph Rowntree report has now been published and can be read here (pdf).

It's conclusion on the effect of ten years of devolution on poverty and social exclusion in the UK?

Despite falling poverty and improving employment levels in the devolved countries, the real and significant progress has been delivered by Westminster, not Belfast, Cardiff or Edinburgh.
