"Local democracy" disappears up the trunk

The good news is a New Labour White Elephant has been humanely put down and sent to the knackers' yard before it could do any serious constitutional rampaging:
The Yorkshire and Humber Assembly will be wound up today,but...

...but the bad news is before its unlamented demise, it had already produced an offspring:
but will be replaced by a beefed-up quango based in the same Wakefield offices, using many of the same staff and performing a very similar role.

LGYH chief executive Carole Hassan added: "We are here to represent and engage Yorkshire's councils in the new arrangements. We'll be making sure any new strategies are shaped and driven by local democracy."

"Shaped and driven by local democracy?" I don't think so.
