More (attempted) expenses on the Devolution "Never-Never" credit-card:
1. £1 charity donation.
2. Christmas cards.
3. Plants and (obviously) pots to put them.
4. Satellite navigation kits.
5. "Pay as you go" Smart card.
6. Congratulatory advert.
7. Breakdown recovery.
I suppose you could argue that since the claims were rejected the system is working efficiently, but the fact that the MSPs thought these claims were justifiable in the first place is the real story and scandal here.
