MILLIONS of pounds will have to be repaid to the European Commission if Assembly Government officials fail in a last minute effort to get aid money spent by today.
The Objective One programme for West Wales and the Valleys – intended to raise prosperity in one of the poorest regions of western Europe – ran from 2000 until the end of 2006.
But under EC rules, there is an extra two-year period during which the remainder of the money can be spent on projects. Any money left unspent by the end of 2008 will have to be returned to the EC – an outcome that would be seen in Wales as a national disgrace.

well highlighted, but this incompetence pre dates the Welsh Assembly its a Welsh Labour mess that goes back to 1996/7 when Objective One funds as they were called then, were first introduced but we in Wales don't actually think that Labour will admit as much and they'll get away with it.
OK, fair enough, but the Assembly's been up and running (and being scrutinised) for most of the period in question. If back in 96 an efficient structure wasn't put in place to enabke these funds to be allocated, there's been over 12 years for it to be remedied.
