'We would also expect that team to be a strong medal contender and thereby generate tremendous excitement throughout the country. We must have a team in these Games and we will have a team.'

It looks like in this case it'll actually be "England in disguise" as opposed to a real UK team. I can't imagine that many fans being motivated one way or the other about the team, whatever its composition.
