A Ten Minute Rule Bill is a type of Private (ie an individual not a measure dictated by their party) MP’s Bill and at the start of public business on most Tuesdays and Wednesdays time is given for a backbench MP to initiate such a bill; they are allowed to deliver a speech lasting ten minutes in support of their proposal. If the bill is approved by the House at this first reading stage, it joins the queue of Private Mp’s Bills in queue waiting to receive a second reading.
Tomorrow Andrew Rosindell, the Conservative MP for Romford in Essex, has a 10 Minute Rule Bill at Westminster by which he aims to "encourage as many people as possible to fly the Union flag and incorporate its widespread flying into UK law."
Despite the usual separatist suspects foaming at the mouth in The Herald’s comment section, the chances of any 10 Minute Rule Bill, let alone this one, becoming law are remote. What will be more interesting for me, however, is how many of the True Brit Nu-Labourites and Ulster Nationalists turn up to give Mr Rosindell a bit of well-deserved moral support.

Seeing as how he cannot even get the name of the flag right (according to parliament in 1912it's the Union Jack not the Union Flag) then I don't give him much hope!

Ah give the man a break, even the Daily Telegraph made the same mistake!
But a little bit England/Scotland centric I'll agree, his heart's in the right place though, this is the second year running that he's tried a similar motion!
